Analysis of the Organizational Structure and Operating Model of New R&D Institutions:Take the International Institute of Acoustic Industry Technology as an Example
New R&D institution promotes demand-oriented scientific and technological innovation,and its management and operation are the key to helping industrial development and realizing utility value.Relying on scientific management and efficient operation,new R&D institution can empower high-quality development in the transformation of sci-tech achieve-ments.There are three organization and operation modes of scientific research institutions in various countries:independent connection capital,official centralized organization,and government market integration.Taking the International Institute of Acoustic Industry Technology as the case analysis object,this research finds that its organizational structure has a vertical level of progressive organic superposition and horizontal collaboration with a clear division of labor,which supports the for-mation of a"one body and two wings"operation model that consider the institute as the main body,and upstream and down-stream enterprises and global innovation resources as supplements.This operating model creates a high-quality ecology for the development of cutting-edge scientific research oriented by industry demand and the incubation of high-quality project industries.To continuously optimize the construction of new R&D institutions system,modern management systems should be adopted,the flow of resources and elements should be smoothed,organizational management should be promoted in a targeted manner,and differentiated organizational operations should be formed with the coordinated support of an effective market and a promising government.
