Efficient market and effective government in co-cultivated high-tech enterprises'mechanism and path——based on both theoretical and practical perspectives
High-tech enterprises are the closest combination point of technology and economy,as well as the key link of technological innovation and industrial integration and development.Cultivating High-tech enterprises is an important step to strengthen the status of enterprises as the main body of technological innovation,which can comprehensively enhance the level of the innovation and industrial chains,accelerate the promotion of high-level technological self-reliance and achieve catch-up development with Chinese-style modernization.Trace the theoretical basis for the cultivation of High-tech enter-prises,economic growth and industrial upgrading require the role of"technological innovation"as a driver from macro-level.Moreover,from micro level,there are internal resource and capacity constraints for the independent growth of High-tech enterprises,and relying solely on market orientation lead to a lack of sustained innovation.Therefore,the cultivation of High-tech enterprises not only needs to fully play the decisive role of the market,but also play the role of an"Effective Gov-ernment"to make up for the deficiency of single market orientation.We study the mechanism of the government's role in nurturing High-tech enterprises from the perspective of the synergy between"Effective Government"and"Efficient Market"On this basis,exploring the"'strategy+market'oriented"dual cultivation path of Technology leading enterprises and sci-ence and Technology-Based small and medium-sized enterprises,strengthen innovation leadership and synergistic drive to achieve high-quality economic development.
