历程描画·问题刻画·路径擘画:科技创新视阈下江苏创新型人才工作实践探微

人才是驱动科技创新的第一资源,人才工作是发挥人才引领驱动的重要抓手.对作为区域科技创新排头兵的江苏的创新型人才工作开展深入剖析,既可为新时代下江苏构建支撑高水平科技自立自强走在前的高质量创新型人才工作体系提供决策参考,也可为我国加快建设世界科技强国提供具有"高水平人才苏军"特色和优势的"地方经验".从"历程描画→问题刻画→路径擘画"的逻辑理路切入,对改革开放以来江苏创新型人才工作的实践历程进行了历时描画.同时,采用界面理论视角,对江苏创新型人才工作在主体、工具、环境三个维度子界面的交互障碍进行了共时性的问题刻画,并就江苏创新型人才工作的跨界面交互障碍的纾解,并提出了路径擘画:打造耦合联动的众包治理共同体、构筑高效集成的协同组配工具箱、营造近悦远来的全域关联生态位.
Talent is the primary resource that drives scientific and technological innovation,and talent work is an im-portant starting point for talent leading drive.An in-depth analysis of the innovative talent work in Jiangsu,which is the van-guard of regional scientific and technological innovation,can not only provide a decision-making reference for Jiangsu in the new era to build a high-quality innovative talent work system that supports high-level self-reliance and self-improvement in science and technology,but also can provide a reference for China accelerate the construction of a world power in science and technology and provide local experience with the characteristics and advantages of high-level talent Jiangsu army.This article starts from the logical approach of process description→problem description→path outline,and makes a historical description of the practical process of Jiangsu's innovative talent work since the reform and opening up.At the same time,u-sing the perspective of interface theory,this paper describes the synchronic problems of the interaction obstacles in the sub-interfaces of Jiangsu's innovative talents'work in the three dimensions of subject,tool and environment,and analyzes the cross-interface interaction obstacles of Jiangsu's innovative talents'work.Finally,a path outline is proposed to alleviate cross-interface interaction obstacles in Jiangsu's innovative talent work:to create a coupled and linked crowdsourcing gov-ernance community,to build an efficient and integrated collaborative assembly toolbox,and to create a globally relevant eco-logical niche that brings joy from both near and far.
