新一代科学城内涵、构成要素及发展路径——从综合性国家科学中心建设谈起

随着综合性国家科学中心的兴起,以新一代科学城建设打造创新发展新引擎成为国家乃至地方政府探索区域创新发展转型的主要方式。通过对新一代科学城的内涵、构成要素和发展路径进行研究,认为新一代科学城是以建成综合性国家科学中心为目标,以重大科技基础设施集群为核心,集聚国家实验室、科研机构、研究型大学、创新型企业等国家战略科技力量,不断提升前瞻性基础研究水平和前沿引领技术开发水平,培育和发展未来产业和战略性新兴产业,实现由科学发现到技术成果商业化的全创新链整合,并拥有高质量城市生态环境、完善的基础设施,生产、生活一体化的多功能、现代化的城市组成部分。从科学要素、产业要素、人文要素、环境要素、影响要素等五方面分析新一代科学城的构成,并基于此探讨了新一代科学城的发展路径。
The Connotation,Components and Development Path of Science City in New Era——Based on the Construction of Comprehensive National Science Centers
Building a new innovative-driven development engine through the construction of science cities has become the main way for national and local governments to explore regional innovation-driven transformation.This paper studies the connotation,components and development path of the new generation science city,and believes that the science city aims to build a comprehensive science center,takes the cluster of major science and technology infrastructure as the core,gathers national strategic scientific and technological strength such as national laboratories,scientific research institutions,research universities,innovative enterprises,and constantly improves the level of forward-looking basic research and cutting-edge leading technology development,cultivate and develop future industries and strategic emerging industries,achieve the inte-gration of the entire innovation chain from scientific discovery to commercialization of technological achievements,and have a high-quality urban ecological environment,complete infrastructure,and a multi-functional,modern urban component that integrates production and life.The article analyzes the composition of the science cities from five aspects:scientific,industri-al,humanistic,environmental,and influencing,and explores the development path of the science cities.
