科技创新平台驱动经济高质量发展的机理与政策优化
Mechanism and policy optimization of science and technology innovation platform driving high-quality economic development

摘要
科技创新平台能够推动科技创新成果的转化和应用,促进企业科技创新和产业升级,推动经济发展和社会进步.以河北省为例,运用熵值法分别测算科技创新平台指数和经济高质量发展水平,构建固定效应模型、门槛模型和空间面板模型,深入分析论证科技创新平台和经济高质量发展之间的关系.实证研究结果表明:①科技创新平台显著促进经济高质量发展;②门槛回归发现这种促进作用呈现显著的"边际效应"非线性的递减特征;③科技创新平台发展对经济高质量发展的正向影响具有显著的空间溢出效应;④科技创新平台对经济高质量发展促进作用主要通过提升全要素生产率和改善产业结构来实现;⑤智慧城市试点能够调节该促进作用.研究成果为打造高水平科技创新平台、推动经济高质量发展等提供经验支持和政策支撑.
Abstract
A science and technology innovation platform has the potential to facilitate the transformation and application of scientific and technological advancements,promote innovation in technology and upgrade industries,and bolster economic growth and social progress.Using Hebei Province as an example,the entropy method was used to measure the science and technology innovation platform index,as well as the level of high-quality economic development.We created fixed-effect,threshold,and spatial panel models to investigate the correlation between the science and technology innovation platform and superior economic development in greater depth.The empirical results show that:the Scientific and Technological Innovation Platform is a key driver of high quality economic development;the threshold regression indicates an apparent non-linear"marginal effect"decrease in the promotion effect;the positive impact on high-quality economic development has a signifi-cant spatial spillover effect;this facilitating effect is mainly achieved increasing total factor productivity and improving indus-trial structure,while smart cities construction can contribute to the more effective implementation of this facilitating effect.The findings offer empirical evidence and policy backing for the establishment of a cutting-edge scientific and tech-nological innovation platform,and the advancement of high-quality economic growth.
