构建产学研协同创新机制的政策演进、总体布局与实施路径研究——以安徽省为例

摘要
产学研协同创新是产学研深度融合的必要前提,也是实施创新驱动发展战略的客观要求.如何构建科学有效的产学研协同创新机制对于提升区域科技创新水平具有重要意义.从安徽省产学研协同创新政策演进出发,分析了产学研协同创新的内涵和机制构建的理论基础,围绕环境分析系统阐述了安徽构建产学研协同创新机制的目标设计和任务布局,并据此提出切实可行的实施路径.
Abstract
Industry-University-Research collaborative innovation is a necessary precondition for the deep integration of industry,university and research,and an objective requirement for the implementation of innovation-driven development strategy.How to build a scientific and effective mechanism of industry-university-research cooperative innovation is of great significance to enhance the level of regional scientific and technological innovation.Starting from the policy evolution of col-laborative innovation among industries,universities and research institutes in Anhui Province,we analyze the connotation of collaborative innovation among industries,universities and research institutes and the theoretical basis of mechanism con-struction,and systematically describe the target design and task layout of collaborative innovation mechanism among indus-tries,universities and research institutes in Anhui Province around the environmental analysis,and put forward the practica-ble implementation paths accordingly.
