摘要
高等教育数字资源具有准公共产品的特质.高等教育数字资源供给是高等教育数字化建设的重要基础,具有战略价值、开发价值、使用价值和社会价值的深层意蕴.高等教育数字资源是高校各方主体需求的产品,产品供给均衡是有效供给的模态,运用鲍温模型分析产品供给的均衡性.为建设高质量供给体系,政府在高等教育数字资源供给中具有权威性、指导性和调控性的角色,政府制定标准化和规范化的政策和准则,确保基础性的数字资源供给,并保障供给的质量和安全.高校应充分发挥其数智作用,完善数字化理论内容,提出数字化发展理念,并凝练数字化实践经验.高校还可以为高等教育数字资源的供给提供数字知识支持,推动高等教育的数字化发展.市场供给具有灵活性、敏锐性和攻坚性的特点.在高等教育数字资源供给过程中,市场应准确把握高等教育领域的需求,提供相应的市场服务.
Abstract
Higher education digital resources have the characteristics of quasi public goods.The supply of digital re-sources in higher education is an important foundation for the digital construction of higher education,with deep implications of strategic value,development value,usage value,and social value.Higher education digital resources are products that meet the needs of various stakeholders in universities,and product supply balance is the mode of effective supply.The Bowen model is used to analyze the balance of product supply.To build a high-quality supply system,the government plays an authoritative,guiding,and regulatory role in the supply of digital resources in higher education.The government formulates standardized and standardized policies and guidelines to ensure the basic supply of digital resources and ensure the quality and safety of the supply.Universities should fully leverage their digital intelligence role,improve the content of digital theory,propose digital development concepts,and condense digital practical experience.Universities can also provide digital knowledge support for the supply of digital resources in higher education,promoting the digital development of higher education.The market supply has the characteristics of flexibility,sensitivity,and tackling challenges.In the process of pro-viding digital resources for higher education,the market should accurately grasp the demand in the field of higher education and provide corresponding market services.
