中国5G战略性新兴产业政策演进及内容评价

基于 5G的战略性新兴产业对助推中国经济高质量发展具有关键作用。以 2016-2022 年国家层面出台的120 项 5G产业政策为研究对象,运用文本挖掘法分析政策演进,并构建 5G产业政策PMC指数评价模型对政策内容进行量化评价。研究发现,中国5G产业政策沿着"技术创新—数字基建—融合应用—安全发展"的路径演进。产业政策质量总体较高,政策功能较完善,公开透明且重点突出,但仍需从多个维度予以优化。PMC指数表明,技术创新类政策最高,融合应用类、数字基建类政策次之,安全发展类政策最低。建议树立新质生产力思维,以前沿技术创新引领,大规模建设未来移动通信战略性新兴产业生态系统,拓展融合应用广度和深度,丰富安全发展类政策,为我国经济社会高质量发展持续注入新动能。
China's 5G Strategic Emerging Industry:Policy Evolution and Content Evaluation
Strategic emerging industries based on 5G play a key role in promoting high-quality economic development in China.This paper takes 1205G industrial policies issued at the national level from 2016 to 2022 as the research object,uses text mining to analyze the policy evolution,and constructs a PMC index model for quantitative evaluation of 5G indus-trial policy contents.The results show that China's 5G industrial policy evolved along the path of"technological innovation-digital infrastructure-integrated application-safe development".The overall quality of 5G industrial policies is high,the functions of the policies are relatively sound,and the policies are open,transparent and prominent.But optimization is still needed from multiple dimensions.In terms of average PMC index,technological innovation policies rank the highest,followed by integrated application and digital infrastructure policies,while safe development policies are the lowest.It is suggested to form the new quality productivity thinking,be led by cutting-edge technological innovation,build the ecosystem of strategic emerging industries on a large scale,expand the breadth and depth of integrated application,and enrich safe development policies,so as to continuously inject new impetus into China's high-quality economic and social development.
