The Risks of Building World Hubs for Talent and Innovation in China
It is necessary to fend off and defuse major risks for building world hubs for talent and innovation in Chi-na.A modified coupling coordination degree model is introduced to evaluate the systematic risks for the construction of talent centers and innovation highlands.The analysis of main risks is based on the process of human resource management and the value chain of scientific and technological innovation.The results indicate that from 2015 to 2021,the average levels of sys-tematic risks in the whole country are all below 0.45,which means that the systematic risks are generally stable and control-lable.However,it is required to take reasonable precautions against three types of talent security risks and four kinds of sci-entific and technological security risks.The Chinese government is supposed to design a risk governance system for talent,science and technology security,which is including intelligence gathering,analysis and forewarning,and prevention and dis-posal.By fostering the domestic and international circulation,a deepening reform in the mechanisms for talent cultivation and development and a high-quality chain of scientific and technological innovation support system are requisites for the im-provement of innovation efficiency.
