摘要
在国际关系日趋复杂与关键核心技术"卡脖子"背景下,剖析应对关键核心技术壁垒意义重大.以《实体清单》实施的准自然实验为切入点,利用多期双重差分法考察关键核心技术壁垒对供应链韧性的影响及作用路径.结果发现,关键核心技术壁垒总体降低了供应链韧性,并在平行趋势检验、安慰剂检验、PSM-DID等系列稳健性检验后,上述结论依然成立.机制检验发现,关键核心技术壁垒对供应链韧性具有积极与消极复合影响,一方面通过破坏企业价值链对供应链韧性造成消极影响,另一方面也通过创新倒逼机制和政府战略集聚机制在一定程度上表现出积极效果.结论对系统应对关键核心技术壁垒,提高产业链供应链面对外部冲击的韧性具有重要现实意义.
Abstract
In the context of increasingly complex international relations and the core technologies in key fields are sub-ject to foreign technical control,it is of great significance to analyze and deal with barriers of core technologies in key fields.Based on the quasi-natural experiment implemented in the Entity List,this paper investigates the influence of key technical barriers on supply chain resilience and their action path by using multi-stage difference-difference method.The results found that the key core technical barriers generally reduced the supply chain resilience,and the above conclusions remained valid after a series of robustness tests.The mechanism test found that the key core technical barriers have a combi-nation of positive and negative impacts on supply chain resilience.On the one hand,they have a negative impact on supply chain resilience by destroying the value chain of enterprises,and on the other hand,they also show positive effects through the innovation back forcing mechanism and the government strategic agglomeration mechanism to a certain extent.The con-clusion has important practical significance for the system to deal with the barriers of core technologies in key fields and im-prove the resilience of the industrial chain and supply chain in the face of external shocks.
