科技进步引领文明进步，科技发展水平是衡量文明发展程度的重要标尺，更高程度的现代文明需要以更加先进的科技能力作为基础。从历史逻辑来看，科技是人类文明现代化的战略力量，这既可以在科技孕育西方现代文明的驱动作用上加以理解，也可以在科技推动中华文明现代转型的赶超作用上予以定位。立足现实，加快实现高水平科技自立自强是建设中华民族现代文明的战略支撑，在战略方向上应对"两个大局"，在战略内容上赋能高质量发展、高水平安全、高势能文化、高品质生活以及高品质生态环境，在战略动力上集成科技、人才和创新的整体效能。新征程上，全面提升高水平科技自立自强推动建设中华民族现代文明的战略效用，需要明确优势整合与理念引领相互促动的战略价值，聚焦技术赋能与制度增效深度耦合的战略重点，增强主体协同与人才培养融通发展的战略力量。
Self-reliance and Self-improvement in Science and Technology:The Strategic Connotation and Practical Approach of Building Modern Civilization of the Chinese Nation
Progress in science and technology leads to progress in civilization.The level of scientific and technological development is an important yardstick for measuring the degree of development of civilization.A higher degree of modern civilization requires more advanced scientific and technological capabilities as its foundation.From the perspective of histori-cal logic,science and technology is a strategic force for the modernization of human civilization.This can be understood both in terms of the driving role of science and technology in nurturing modern Western civilization,and in terms of the catching-up role of science and technology in promoting the modern transformation of Chinese civilization.Based on reality,accelera-ting the realization of sci-tech self-reliance and self-strengthening at higher levels is the strategic support for building mod-ern civilization of the Chinese nation.It responds to the"two big situations"in terms of strategic direction,empowers high-quality development,high-level security,high-potential culture,high-quality life and high-quality ecological environment in terms of strategic content,and integrates the overall efficacy of science and technology,human resources and innovation in terms of strategic momentum.On the new journey,in order to comprehensively enhance the strategic utility of sci-tech self-reliance and self-strengthening at higher levels to promote the construction of modern civilization of the Chinese nation,it is necessary to clarify the strategic value of mutual promotion between integration of advantages and conceptual leadership,to focus on the strategic focus of deep coupling between technological empowerment and institutional efficiency,and to enhance the strategic power of integrated development between synergy of main bodies and cultivation of talents.
