基于微观三螺旋的马普学会创新管理体系研究

作为全球顶尖级的基础研究类科研机构,马普学会(马克斯·普朗克学会)近 4 年均有获得诺贝尔科学奖,其内部的创新管理体系仍然缺乏从理论视角的系统梳理与剖析阐释。基于微观三螺旋理论,分析了马普学会内部教育-科研-创业体系的协同成长和演变过程。研究发现:①马普学会构建了以学术理念、治理结构、评估机制为核心的科研管理体系;②以联合国内外大学、科研机构培养人才为主的教育管理体系;③以马普创新公司为基础的创业管理体系。尤值得一提的是,其中科研管理体系在微观三螺旋体系中起主导作用。基于此,研究扩展了微观三螺旋体系的理论应用边界,即将其从大学扩展到科研机构。更重要的在于给出了加强我国科研机构创新管理体系建设的四个引领性建议和可能性举措。具体来说:①减少行政干预束缚,从制度上保障学术自由;②提供稳定的支持机制,优化资助模式;③制定合理稳定的评估机制,营造良好科研氛围;④完善成果转化体系,促进基础研究应用落地。
Research on the Innovation Management System of the Max Planck Society:Based on the Analysis of Micro Triple Helix
The Max Planck Society has been awarded the Nobel Prize for Science in the last four years,and as a top basic research scientific institution,its internal innovation management system still lacks a systematic elaboration from a the-oretical perspective.This paper analyzes the synergy and evolution of the education-research-entrepreneurship system within the Max Planck Society based on the micro triple helix theory.It is found that:the Max Planck Society has construc-ted a scientific research management system centred on academic philosophy,governance structure,and evaluation mecha-nism;an education management system focusing on the training of talents by uniting domestic and foreign universities and scientific research institutes;an entrepreneurship management system based on Max Planck Innovation.Among them,the re-search management system plays a leading role in the micro triple helix system.This study enlarges the theoretical applica-tion boundaries of the micro triple helix system,extends it from universities to research institutions.Further and more impor-tantly,it gives four leading suggestions and possible initiatives for the construction of innovation management system for re-search institutions in China.Specifically:reduce the administrative intervention shackles and guarantee academic freedom from the system;provide a stable support mechanism and optimise the funding model;formulate a reasonable and stable as-sessment mechanism and create a good scientific research atmosphere;improve the results transformation system and promote basic research application on the ground.
