人才高地的生成逻辑、典型模式与经验启示

人才高地是新时代人才工作的重要战略擘画,对推动区域科技创新和经济增长至关重要。基于人才创新创业生态系统理论,探讨了人才高地的理论内涵、生成逻辑、模式类型及经验启示。研究发现:人才高地的生成逻辑是各主体要素不断进行链接、迭代的整体进化,呈现为"多元主体协同→交错链条融合→开放系统整合"的递进演化。同时,根据人才高地中人才资源和创新资源开发与利用的差异化选择,归纳总结了市场迭代驱动模式、生态拓展驱动模式、政府统筹驱动模式、资源延伸驱动模式等典型类型,进一步提出健全政府人才管理职能、完善人才发展生态环境、打造产才互嵌融合机制等经验启示,以期为建设人才高地和人才平台提供有益借鉴。
Logic,Typical Models and Experiences of the Talent Highlands
Talent highland is an important strategic engine of talent work in the new era,which is crucial for promoting regional scientific and technological innovation and economic growth.Based on the theory of talent innovation and entrepre-neurship ecosystem,the study explores the theoretical connotation,generative logic,model type and empirical revelation of talent highland.It is found that the generation logic of talent highland is the overall evolution of each main element continu-ously linking and iterating,presenting the progressive evolution of"synergy of multiple subjects → interlocking chain fusion→ open system integration".At the same time,according to the differentiated choices of the development and utiliza-tion of talent resources and innovation resources in the talent highland,the typical types of market iteration-driven mode,ec-ological expansion-driven mode,governmental coordination-driven mode,resource extension-driven mode and other typical types are summarized,and the experience insights of perfecting the government's talent management function,perfecting the ecological environment of talent development,and creating a mechanism of production-talent embedded fusion and other ex-periences are further put forward with a view to providing useful references for the construction of talent highlands and talent platforms.Talent platform to provide useful reference for the construction of talent highland and talent platform.
