美国高校以"协作科学"为特色的有组织科研协同创新模式——以加州大学旧金山分校为例

有组织科研作为充分实现资源统筹对接、建立高度协作和包容性的集中研究平台,已成为促进科研资源、学科专业知识和实验数据共享,增强研究人员科研社群共同体意识和团队凝聚力的重要途径。美国高校积极推进有组织科研,取得举世瞩目的卓越科研成就,也是美国高校科研超越德国"洪堡模式"的秘诀和软实力。作为专门研究机构的一个代表,美国加州大学旧金山分校以"协作科学"为特色,建立了CoLabs合作实验室和RAP共享科研管理服务机构,实现了四个方面的协同创新:一是以研究生教育为主体教学科研协同,二是人力资本、实体资本和金融资本的有机融合,三是学术机构与非营利组织、医药行业公司组成研究开发的网络,四是建立有利于协同创新的科研人才评价体系。美国高校有组织科研的良性运行,可为我国高校如何开展有组织科研提供启示与借鉴的经验。
The Organized Research Collaborative Innovation Model Featuring"Collaborative Science"in American Universities——Taking the University of California,San Francisco as an Example
Organized scientific research,as a centralized research platform that fully realizes resource coordination and integration,establishes a high degree of collaboration and inclusiveness,has become an important way to promote the sharing of scientific research resources,disciplinary expertise,and experimental data,enhance the awareness of the scientific research community and team cohesion of researchers.American universities actively promote organized scientific research,achieving remarkable research achievements that have attracted worldwide attention.This is also the secret and soft power for American universities to surpass Germany's Humboldt model in scientific research.As a representative of Special Focus Re-search Institutions,the University of California,San Francisco in the United States has established CoLabs collaborative la-boratories and RAP shared research management services with the characteristic of"collaborative science",and has a-chieved collaborative innovation in the following aspects:first,teaching and research collaboration with graduate education as the main body;second,organic integration of human capital,physical capital,and financial capital;third,academic institutions and non-profit organizations as well as pharmaceutical industry companies form a research and development net-work,and the fourth is to establish a research talent evaluation system that is conducive to collaborative innovation.The healthy operation of organized scientific research in American universities can provide inspiration and reference for how Chi-nese universities carry out organized scientific research.
