The Internal Mechanism and Optimization Suggestions of High-quality Development of National Innovation Platform:Based on the perspective of"Civil-Military Integration"
The national innovation platform is a strategic support and important carrier for consolidating and improving the integrated national strategic system and capabilities,and realizing a powerful country and a strong army.And it is of great significance to play the role of"military-civilian integration"to promote the high-quality development of the national inno-vation platform.Based on the current research status and challenges,this paper proposes the perspective of"civil-military integration"for the high-quality development of the national innovation platform.After clarifying the concept of high-quality development of the national innovation platform,it can be deeply analyzed from three dimensions:macro,middle and micro:①On the macro level,the national innovation platform uses the two strategic systems of military and civilian to strengthen strategic capabilities;②In the middle perspective,the national innovation platform responds to the needs of the military and the local,linking the military and civilian multi-subjects;③At the micro level,the national innovation platform promotes the integration of military and local resource elements and promotes military-civilian collaborative innovation.Finally,the paper put forward optimization suggestions for the high-quality development of the national innovation platform from the perspective of Civil-Military Integration from the four aspects of strategic traction,policy orientation,market pull and civil-military collaboration:① Adhere to strategic guidance,overall strategic deployment and military and civilian planning;②Adhere to policy orientation,link government coordination and institutional guarantee;③Adhere to market-driven,emphasi-zing both demand driven and procurement incentives;④Adhere to military-civilian coordination,strengthen resource inte-gration and open innovation.
