Establishing a rational,appropriate,and long-term effective layout for national research institutions is an im-portant task to perfect the scientific and technological innovation system and promote the realization of high-level scientific and technological self-reliance and strength.Facing the current macro and micro problems of low overall resource allocation efficiency and significant duplication and overlap among various institutions in the layout of national research institutions,a dual-layer governance system for the layout of research institutions has been constructed.The core of macro layout govern-ance is to coordinate the relationships among the government,market,and society to form an innovation system arrangement that fully delegates power and empowers;the core of micro layout governance is to carry out internal system innovation based on clarifying the positioning of institutions,thereby stimulating the innovation vitality of researchers.Macro and micro gov-ernance require matching responsibilities and powers,collaborative governance,and joint efforts to continuously optimize the layout of research institutions.
