Research on Enhancing Regional Basic Research Capacity in the Guangdong-Hong Kong-Macao Greater Bay Area:Theoretical Mechanisms and Implementation Paths
Enhancing regional basic research capabilities is an inevitable requirement for the construction of an interna-tional science and technology innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area,and an effective path to achieve high-level scientific and technological self-reliance and self-improvement under the new development pat-tern.Based on the theory of regional innovation,research has found that the ability of regional basic research is a compre-hensive reflection of three aspects:the original ability of regional basic research,the leading ability of regional basic re-search,and the supporting ability of regional basic research.Based on the connotative characteristics of regional basic re-search capabilities,the study found that the promotion mechanism of regional basic research capabilities mainly includes knowledge aggregation mechanism,industrial mutual drive mechanism,and integrated innovation mechanism.Drawing on the theoretical mechanism of enhancing regional basic research capabilities and the actual development of basic research in the Guangdong-Hong Kong-Macao Greater Bay Area,a path framework of"talent-carrier-knowledge production network,industry-cluster-enterprise innovation network,environment-factor-integrated innovation network"is proposed.This framework focuses on talent,industry,and environment respectively,supported by carriers,clusters,and factors,to pro-mote full interaction among innovation entities in the Greater Bay Area and smooth flow of innovation factors.The goal is to build a collaborative innovation system that is aggregated,integrated,and open,and to create a highland for basic research.
