Towards High-Dimensional Symbiosis:The Practice and Inspiration of State-organized Research in the U.S.——The Case of the Industries of the Future
The implementation of State-organized Research is an important hand to enhance China's national strategic scientific and technological power and win the global scientific and technological competition.This study selects IotF as the research object,which provides high-quality reference for China to explore the practice paradigm of State-organized Re-search.①the study summarizes the dilemmas faced by the U.S.organized scientific research,such as scarcity of talents,or-ganizational silos,decoupling of transformation,and environmental confrontation;②it analyzes the logic of scientific empow-erment of the project based on the theory of symbiosis:constructing the base of scientific research with the symbiosis of tal-ents;regulating the synergistic paths of scientific research with the symbiosis of units;stimulating the efficient transformation of scientific research with the symbiosis of interfaces;optimizing the evaluation system of scientific research with the symbio-sis of environments.③we put forward suggestions on the three levels of scientific research focus areas,cross-organizational team building,and organizational autonomy and power.
