Initiatives,Kernels and Implications of Research Integrity Governance System Construction in European Research Universities:A Study on Delft University of Technology,University of Helsinki,and Lund University
The management of academic misconduct and the construction of a research integrity governance system is an important part of the country's efforts to promote academic innovation and strengthen the construction of a strong scientific and technological nation.After analyzing the research integrity practices of Delft University of Technology,University of Hel-sinki and Lund University,we found that the research integrity governance system of these three European research universi-ties consists of six parts:policy formulation,system construction,institutional setup,handling procedures,education and pre-vention,and post-event supervision,which shows three rational kernels:improving the top-down research integrity govern-ance system,optimizing a professional research integrity governance structure,and creating a culture of research integrity governance with a culture of people.The three main features of the research integrity governance system are to improve the top-down research integrity governance system,to set up a professional research integrity governance structure,and to create a culture of research integrity governance culture.China's research universities can absorb the reasonable kernel of research integrity governance of European research universities and build a research integrity governance system in line with national conditions.The first is to promote the construction of legislation to optimize the research integrity governance system;the second is to implement hierarchical governance to improve the research integrity governance structure;and the third is to deepen integrity education to cultivate the research integrity governance culture.
