The negative list of cross-border service trade,as an important achievement of domestic system innovation,is an important embodiment of China's expansion of cross-border service trade opening to the outside world and construction of a higher level of open economy,and provides an opportunity for the development of relevant industries in domestic regions.Based on the inter-provincial panel data from 2010 to 2021,this paper quantitatively analyzes the impact of the negative list of cross-border service trade on the development level of service industry in Shanghai through the synthetic control methods.The study finds that the negative list system of cross-border service trade has a certain role in promoting the development level of the service industry,and this conclusion is still valid after a series of robustness tests.The mechanism analysis shows that the negative list management system of cross-border service trade can promote the development level of service industry by improving the level of marketization,reducing government intervention and improving the level of regional digitalization.
