Research on the Improvement Path of Digital Government Service Ability from the Perspec-tive of Configuration
Focusing on the complex causal relationship between multiple conditions and the capacity of digital government services,based on the TOE framework,and taking 31 provincial administrative regions as samples,we explore the capacity of digital government services from a configurational perspective by interpreting and measuring the seven conditions of digital technology foundation,digital technology talents,financial resources capacity,degree of attention,organizational openness,public demand and inter-governmental competition,and applying the fsQCA method.The study finds that no single condition can improve the service capability of digital government.It is found that no single condition constitutes a necessary factor for a high level of digital government service capability,but rather four grouping paths under the three types of"organization-driven","linkage-type"and"pressure-responsive".Instead,the four organizational paths under the three types of"organization-driven","linkage"and"pressure-responsive"synergise to promote the improvement of digital government service capacity.There are significant differences in the logic of generating high-level digital government service capacity in different regions:developed regions show the characteristics of"balanced linkage",and comprehensive development promotes service enhancement;underdeveloped regions favour the strategy of"organization-driven"or use the"pressure-responsive"strategy to enhance the capacity of digital government services.Less developed regions favour an"organization-driven"strategy or use a"pressure response"mechanism to meet the challenges of digital transformation through internal innovation.
