Leadership of Internationalization in Basic Education:International Comparison,Local Practice and Connotation Definition
Basic education is the core of national educational sovereignty,and there is a natural tension between it and the internationalization.From an international comparative perspective,the internationalization of basic education can be divided into three types:accommodative,utilitarian,and transcendent in terms of development orientation.Each has its own gains and losses,and it is worth in-depth analysis.From the current local practice,the internationalization of basic education in China still needs to balance the relationship such as"openness"and"constraint"to be properly handled.Combining the above qualitative analysis with quantitative evaluation,the connotation level of"leadership of the internationalization in basic education"is defined,namely the four-dimensional framework of"value leadership","strategy leadership","action leadership"and"knowledge leadership",in order to promote the internationalization of basic education in a reasonable and well-founded practice,and scientifically guide the principals and core management of primary and secondary schools to make internationalized school-running decisions that are in line with policy orientation,the development of the times,and the local realities.
