集成电路关键核心技术产业链的脆弱性评价

面对外部环境变化带来的压力,我国关键核心技术产业链出现"断链""掉链"等脆弱性反应.基于生态学脆弱性理论,从暴露性、敏感性、适应性三个维度构建产业链脆弱性评价体系,采用熵权Topsis法对集成电路关键核心技术全产业链、分链及区域的脆弱性进行评价,分析导致脆弱性的原因.研究发现:集成电路产业链综合脆弱指数呈现先上涨后下跌的小幅波动趋势;芯片分链各年暴露性指数均高于设备和材料分链、电子元件分链,但该产业链显现出较强的适应能力;受制于暴露性因素,东部地区集成电路产业链综合脆弱指数整体高于中部和西部地区.文章从脆弱性角度丰富了关键核心技术产业链的评价理论,为塑造韧性路径提供了经验证据.
Vulnerability Assessment of the Key Core Technology Industry Chain of Integrated Cir-cuits
In the face of the pressure generated by changes in the external environment,China's key core technology industry chain has a fragile response such as"broken chain"and"dropped chain".Based on the ecological vulnerability theory,a vulnerability assessment system for the industrial chain of key core technologies is constructed from the three dimensions of exposure,sensitivity and adaptability.Taking the industrial chain of integrated circuits as an example,the entropy weight topsis method is used to evaluate the vulnerability of the whole industrial chain,sub-chain and regional industrial chain.The results show that the integrated circuit industry chain vulnerability index shows a slight fluctuation trend of first rising and then falling.The annual exposure index of chip sub-chain is higher than that of equipment and material sub-chain and electronic component sub-chain,but the industry chain shows strong adaptability at the same time.Limited by exposure factors,the integrated circuit industry chain vulnerability index in eastern China is higher than that in central and western China.This paper enriches the evaluation research of key core technology industry chains from the perspective of vulnerability,and provides empirical evidence for shaping resilience pathways.
