Intergovernmental Cooperation and Public Concern:Joint Governance Effect on Air Pollution in Beijing-Tianjin-Hebei Region
Air pollution in Beijing-Tianjin-Hebei region is severe and the governance effect is minimal.Under the joint efforts of the central government,local governments and their functional departments,Beijing-Tianjin-Hebei region has launched an inter-governmental cooperation model for environmental governance.(1)Did public concern play a role on the joint enforcement?Which role?(2)Combining the top-down analytical approach and the bottom-up analytical approach,what was the governance effect on the joint enforcement in Beijing-Tianjin-Hebei region?Based on the daily air quality index data in Beijing-Tianjin-Hebei region and the public concern data,this paper applies the difference-in-difference model to analysis the two questions.The study finds that joint enforcement helps stimulate public concern and thereby enhance the joint enforcement's effect;the enforcement effect in Beijing and its neighboring cities is better than that in other areas;Beijing's enforcement has significant spillover effects on surrounding cities.The research conclusions are of great significance for improving regional environmental cooperative governance and enhancing regional environmental quality.
