最低工资制度的初衷与共同富裕建设中的"提低"要求是一致的;然而,最低工资在起到劳动保护作用的同时也可能带来失业等副作用.文章梳理了最低工资发挥"提低"作用的可能路径,从收入(分配)、就业(创业)、培训等环节总结了最低工资可能带来的影响及其发挥作用的条件:在最低工资覆盖部门,如果最低工资标准适当、未造成明显失业、企业不减少培训等情况下,最低工资可以起到较好的"提低"作用;如果政府能通过培训补贴等惠企政策分担企业用工成本,最低工资的"提低"效果会更好.
Abstract
The original intention of the minimum wage system is consistent with the requirement of raising the income of low-income residents for common prosperity.However,while the minimum wage plays a role in labor protection,it may also bring side effects such as unemployment.This article sorts out the possible ways for minimum wage to increase the income of low-income residents,and summarizes the possible impact of minimum wage and the conditions for its play from the aspects of income(distribution),employment(entrepreneurship),training and so on.The results show that:in the sector covered by minimum wage,if the minimum wage standard is appropriate,there is no obvious unemployment,and enterprises do not reduce training,minimum wage can raise the income of low-income residents.If the government can share the labor costs of enterprises through pro-enterprise policies such as training subsidies,the minimum wage will have a better effect on raising the income of low-income residents.
