Study on the Characteristics of Attention Allocation and Governance Logic of Local Government's"Belt and Road"
Attention allocation has an effect on the one belt,one road policy.The study takes one belt,one road,18 local governments as the research object,constructs the three dimensional analysis framework of policy themes,policy tools and policy effectiveness dimensions,uses A-CorEx theme model,TF-IDF algorithm and other content analysis methods to excavate policy text characteristics.The study finds that local governments'attention allocation is driven by three interrelated factors:response,development,and competitive cooperation.The focus is centered on five main themes:channel construction,open economy,platform carriers,collaborative exchanges,and environmental creation.The configuration of policy tools is characterized predominantly by"supply-oriented"measures,supplemented by"demand-oriented"and"environmental"measures,with the intensity of these configurations exhibiting distinct phase-based patterns.In the future,local governments should enhance their attention allocation towards emerging sectors,optimize the structure of policy tools,promote the diversification and variety of policy measures,and improve the precision and effectiveness of policy implementation.
