Evolutionary Game Analysis of Public-Private Partnership Behaviour in Pension PPP Projects
Party Report to the 20th CPC National Congress pointed out that implementing the strategy of actively responding to the aging of the population,The high-quality development of pension PPP project is an important issue in implementing the strategy of population aging.However,in reality,the development of PPP projects for the aged falls into the cooperation dilemma of"three lows"in initiation rate,landing rate and performance achievement rate.The root cause is that the incentive mechanism of public-private cooperation has failed.By constructing an evolutionary game model of cooperative behavior between gov-ernment and social capital,Based on the actual national conditions,literature research and attributes of pension projects,the characteristics and parameter calibration of incentive and restraint mechanism of PPP projects for the aged are described,Investigate the influence of public-private partnership behavior strate-gies on cooperation effectiveness under various incentives.The empirical results show that in the meta-model or single cooperative mechanism model,the social capital provides low-quality senior care services,and only in the multiple cooperative mechanisms,both public and private parties can adopt cooperative be-havior and achieve project success.
