基于生态系统服务价值的黄河流域生态与能源-经济-环境耦合协调发展研究

分析黄河流域各省份的生态环境问题,探讨生态系统服务价值时空演化特征及其与能源、经济、环境的协调发展现状,对促进黄河流域高质量协调发展有着重大价值.构建4E系统评价指标体系,基于黄河流域9省区2000、2010和2020年的土地利用数据及能源、经济、环境相关的统计数据,分析黄河流域生态系统服务价值时空演化特征及其分别与能源、经济、环境二元及四元系统的耦合协调发展水平.结果表明:2000-2020年黄河流域的耕地和未利用地面积不断减少,林地、水域和建设用地的面积不断增加,草地面积先减后增;从时间维度看,九省区的生态系统服务价值从2000年的18 385.52亿元增长到2020年的80 242.06亿元;从空间维度来看,黄河流域上游省份的生态系统服务价值较高;研究期内,黄河流域各省份的生态、能源、经济、环境系统组成的复合系统的综合发展指数,各二元系统及四元系统的耦合协调水平均呈缓慢上升趋势.但甘肃和宁夏四元系统耦合协调度变化幅度较低,尤其是宁夏生态-能源-环境-经济系统耦合协调水平仍处于轻度失调状态.据此,提出完善区域对接机制,优化国土空间布局;优化工业产业结构,培育壮大新兴产业;严控工业废物排放,助推产业绿色转型等发展建议.
Study on the Coupled and Coordinated Development of Ecology and Energy-Economy-Environment Based on Ecosystem Service Value in the Yellow River Basin
It is of great value to analyze the eco-environmental problems of the provinces in the Yellow River Basin,and to discuss the spatiotemporal evolution characteristics of the ecosystem service value and its coordinated development with energy,economy and environment,so as to promote the high-quality coordinated development of the Yellow River Basin.A 4E system evaluation index system was constructed.Based on the land use data and energy,economy and environment related statistical data of nine provinces in the Yellow River Basin in 2000,2010 and 2020,the spatiotemporal characteristics of ecosystem service value in the Yellow River Basin and their coupling and coordinated development level with energy,economy,and environment binary and quaternary systems were analyzed,respectively.The results showed that:From 2000 to 2020,the area of cultivated land and unused land in the Yellow River Basin decreased continuously,the area of forest land,water area and construction land increased continuously,and the area of grassland decreased first and then increased.From the perspective of time,the ecosystem service value of the nine provinces increased from 1,838,552 billion yuan in 2000 to 8,024.206 billion yuan in 2020.From the perspective of spatial dimension,the ecosystem service value of the upper reaches of the Yellow River Basin is higher.During the study period,the comprehensive development index of the complex system composed of ecological,energy,economic and environmental systems in the provinces of the Yellow River Basin,as well as the coupling coordination level of the binary system and the quaternary system all showed a slow rising trend.However,the range of coupling coordination degree of quaternary system in Gansu and Ningxia is low,especially in Ningxia Hui Autonomous Region,where the coupling coordination level of eco-energy-environment-economy system is still in a mild imbalance state.Therefore,it is proposed to improve the regional docking mechanism and optimize the layout of territorial space;Optimize the industrial structure,foster and strengthen emerging industries;Strict control of industrial waste discharge,promote industrial green transformation and other development proposals.
