"卡脖子"情境下科技领军企业突破性技术创新动力演进机制——科技自立自强使命担当视角

中国科技领军企业如何在"卡脖子"情境下突破关键核心技术封锁,实现高水平科技自立自强,是关乎国家战略安全的重要问题.基于科技自立自强使命担当视角,对龙芯中科进行单案例探索,研究发现:第一,科技自立自强使命担当是中国科技领军企业在"卡脖子"情境下实现突破性技术创新的源动力;第二,科技自立自强使命担当源动力存在"精神传承""作风形成""理念固化"三个演进阶段,中国科技领军企业通过层层深入的科研管理、战略管理、运营管理和文化管理,逐阶段推动突破性技术创新从"分布式萌芽"到"体系化发展"再到"常态化增强".本研究为中国科技领军企业在"卡脖子"情境下实施突破性技术创新提供了有益见解和实践启示.
The Source Power Evolution Mechanism of Breakthrough Technological Innovation for Science and Technology Leading Enterprise Under the"Strangle"Situation:On the Perspective of Mission and Responsibility Based on Technological Self-reliance and Self-improvem
How China's Science and Technology Leading Enterprise(STLE)break through the blockade of key core tech-nologies and achieve high-level technological Self-Reliance and Self-Improvement(SRSI)under the"strangle"situation is an important issue concerning national strategic security.On the perspective of mission and responsibility based on SRSI,this paper explores a single case of Loongson.The findings are as follows:First,SRSI is the source power of break-through technology innovation for China's STLE in the"strangle"situation;Second,there are three evolutionary stages of"spiritual inheritance","style formation"and"concept solidification".Through in-depth scientific research management,strategic management,operation management and cultural management,China's STLE promote breakthrough technological innovation step by step from"distributed germination"to"systematic development"and then to"normal enhancement".This study provides useful insights and practical enlightenment for China's STLE to implement breakthrough technological innovation under the"strangle"situation.
