A Quantitative Analysis of Digital Economy Policy Based on Text Mining and Policy Tools Theory
The emergence and growth of the digital economy serve as a crucial driver for China's high-quality economic de-velopment.To ensure its healthy and orderly development,it is essential to have scientifically guided policies in place.Ana-lyzing and quantifying the textual content of digital economy policies is instrumental in extracting valuable,internalized in-formation.This study employs natural language processing(NLP)and co-occurrence network analysis techniques to visual-ize the policy structure of the digital economy through word frequency weighting and co-occurrence association.Further-more,this study uses semi-structured measurement methods based on policy instrument theory to conduct a content analy-sis of policies related to the digital economy.By integrating the quantitative analysis of policy structure and content,a com-prehensive framework for digital economy policy structure is constructed.The study reveals that under the guidance of the Development and Reform Commission and the Ministry of Industry and Information Technology,digital economy policies achieve their objectives of facilitating technological advancements,optimizing management,and enhancing the level of pub-lic services through policy interventions involving the allocation of human,financial,and material resources,regulatory oversight,financial incentives,platform interoperability,regional division of labor,and innovative policy experiments.The findings of this research and policymakers in comprehending the development trends of digital economy policies from a pol-icy science perspective and facilitate government efforts in optimizing policy structures,enhancing digital economy gover-nance capabilities,and promoting high-quality digital economic development.
