Digital Infrastructure Construction and Collaborative Innovation of Urban Agglomeration:A Quasi-Natural Experiment Based on the"Broadband China"Pilot
The construction of digital infrastructure has accelerated the development of urban digitalization and facilitated innovative collaboration among cities in urban agglomerations.Based on the panel data of 204 prefecture-level cities from 2008 to 2020,taking urban agglomeration as the scope of urban cooperation, this paper empirically tests the impact of digital infrastructure construction on urban collaborative innovation in urban agglomeration by using the quasi-natural experiment of"Broadband China"pilot. The findings are as follows.First, the pilot of"Broadband China"has significantly promoted the collaborative innovation of urban agglomeration, and the effect of the pilot has a certain lag,and the effect of the pilot is gradually enhanced with the passage of time.Secondly, the pilot of"Broadband China"has a better effect on promoting collaborative innovation of urban agglomeration in mature stage, eastern region and areas with high science and education level.Thirdly, the"Broadband China"pilot program can promote collaborative innovation of urban agglomeration through two ways:improving the level of informatization and the level of financial agglomeration.Fourth, the quality of the"Broadband China"pilot in urban agglomerations can promote urban collaborative innovation more than the quantity. When a city is both a national central city and a pilot city of"Broadband China",it has a stronger role in promoting collaborative innovation in urban agglomeration.
