摘要
传统的养护体制下,资源配置不合理、应急响应能力不足、服务水平有待提升等问题突出,给公路的养护管理带来了诸多的不利影响.因此,本文基于普通国省道公路养护体制机制改革的重要性,从推进管养分离、构建监管机制、建立专业化养护队伍、推进养护管理的智能化等4个方面详细分析了普通国省道公路养护体制机制改革探索的路径.文章旨在通过对养护体制改革路径的探索,建立科学、高效、规范的公路养护体系,以适应新时代的发展需求和社会进步.
Abstract
Under the traditional maintenance system,the problems of unreasonable resource allocation,insufficient emergency response ability,and low service level are prominent,which have brought many adverse impact on the maintenance and management of highways.Therefore,based on the importance of the reform of the maintenance system and mechanism of ordinary national and provincial highways,this paper analyzes in detail the path of the reform and exploration of the maintenance system and mechanism of ordinary national and provincial highways from four aspects:promoting the separation of management and maintenance,constructing a supervision mechanism,establishing a professional maintenance team,and promoting the intelligence of maintenance management.The purpose of this paper is to establish a scientific,efficient and standardized highway maintenance system through the exploration of the reform path of maintenance system,so as to meet the development needs and social progress in the new era.
