摘要
自贸区数据出境负面清单制度是我国为了扩大开放、促进数字经济发展而最新提出的数据跨境流动安全管理政策.2024年5月,天津市发布了我国首份自贸区数据出境负面清单,贡献了"天津经验".本文对这份清单作了分析,并对后续工作提出了建议.
Abstract
The negative list system of outbound data transfer in Free Trade Zone is the latest security management policy for cross-border data flow proposed by China in order to expand opening-up and promote the development of the digital economy.In May 2024,Tianjin issued China's first negative list of outbound data transfer in Free Trade Zone,contributing to the"Tianjin experience".This paper analyzes the list and puts forward some suggestions for the follow-up work.
