摘要
人才是第一资源,创新是第一动力.科技评价对推动科技创新持续发展、提高科技产出效益、优化科技资源配置及激发科技人员创新活力具有重要意义.党的十八大以来,习近平总书记在两院院士大会上发表了一系列重要讲话.在对讲话全文理解的基础上,针对基础研究、人才发展、科技评价和国家战略科技力量等内容进行梳理和思考,结合中国农业科学院油料作物研究所的职责使命,立足油料科技工作者的视角,从重质量、强团队及抓科普等方面提出使命驱动、贡献导向的科技评价优化思路,以期为加快实现高水平科技自立自强贡献力量.
Abstract
Talents are the first resource,and innovation is the first driving force.Technology evaluation is of great significance in promoting the sustainable development of scientific and technological innovation,improving the efficiency of scientific and technological output,optimizing the allocation of scientific and technological resources,and stimulating the innovation vitality of scientific and technological personnel.Since the 18th National Congress of the Communist Party of China,Xi Jinping has delivered a series of important speeches at the conference of academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering.Based on a comprehensive understanding of the speeches,this paper sorts out and considers the contents of basic research,talent development,science and technology evaluation,and national strategic science and technology force,combining with the responsibilities and missions of the Oil Crops Research Institute,Chinese Academy of Agricultural Sciences,puts forward the contribution-oriented and mission-driven science and technology evaluation optimization ideas from the perspective of oil crop science and technology workers,such as paying attention to quality,strengthening the team,and grasping science popularization,in order to contribute to accelerating the realization of high-level scientific and technological self-reliance.
