摘要

随着经济转型升级与煤炭资源的枯竭,露天废弃矿坑的二次开发利用成为资源型城市获得增量空间资源的新选择.基于科学的资源价值评价方法,提出了露天煤矿废弃地资源价值识别与定量评估的理想模型和技术方法路线,并以抚顺西露天矿各类资源的评估为案例,直观展示了西露天矿的自然资源情况.通过研究可知,西露天矿总价值约为 24.4 亿元,其中直接使用价值占 99.57%.在各类价值中,第三产业价值超过了第一、二产业的价值,这也与目前西露天矿的生态修复及发展方向相匹配,验证了模型的有效性.

Abstract

With the economic transformation and the depletion of coal resources,the secondary development and utilization of abandoned open-pit coal mines have become a new choice for resources-based cities to obtain incremental space resources.Based on scientific evaluation of resource value,this study proposed an ideal model and technical method for identifying and quantitatively evaluating the resource value of abandoned open-pit coal mines.Taking the Fushun West Open-pit Coal Mine as an example,the natural resources of this mine were demonstrated intuitively.It is evaluated that the total value of the West Open-pit Coal Mine is approximately 2.44 billion yuan,during which the direct use value accounts for 99.57%.Among the various values,the value of the tertiary industry exceeds those of the primary and secondary industries.This is also in line with the current ecological restoration and development direction of the West Open-pit Coal Mine,thereby,verifying the effectiveness of the model.
