Knowledge spillover is one of the engines that promote regional innovation and development,but its impact on regional innovation has both positive and negative effects.Innovation policies can effectively address the negative effects of knowledge spillover.The paper explored with the ridge regression model the influence of knowledge spillovers on regional innovation and the moderating effect of innovation policies,and studied with the system dynamics model the function paths of knowledge spillovers impacting on regional innovation supported by innovation policies.The results are as follows:knowledge spillover can promote regional innovation significantly,and the supply-oriented inno-vation policies,demand-oriented innovation policies and environmental innovation policies all have a positive moderating effect on the relationship between knowledge spillover and regional innovation.Moreover,knowledge spillover party has a greater impact on regional innovation,while the innovation policies of the knowledge receivers have a stronger moderating effect between knowl-edge spillovers and regional innovation.Therefore,knowledge spillover is a two-way process,in which the implementation of in-novation policies can enhance the positive impact of knowledge spillover from both the spillover party and the spillover receiver on innovation output.The impact path of the innovation policies varies,and the government procurement policies and the intellectual property rights policies have a greater impact,while the financial support policies have a relatively smaller impact.The research examined the impact mechanism and path of knowledge spillover on regional innovation from both the knowl-edge spillover party and the spillover receiver,and revealed the role of innovation policies.The research findings will provide some empirical evidence and theoretical reference for enhancing the promoting effect of knowledge spillover on regional innova-tion,as well as implementing and improving innovation policies.
