山东地方政府债务的空间分布格局及化解路径

摘要
在厘清山东省地方政府债务的扩张逻辑,并估算山东省16地市显性债务和隐性债务的基础上,对山东省地方政府债务的空间分布格局进行了刻画,提出了防范化解地方政府债务的有效路径.研究结果表明:样本考察期内,山东省16地市地方政府债务呈现上升趋势,且区域差异特征明显;举债的虹吸效应高于辐射效应,导致山东省16地市地方政府债务呈现"高-低"集聚模式;山东省16地市地方政府债务的网络关联与传染效应较为显著,应高度关注债务网络传染,避免出现系统性债务风险.
Abstract
On the basis of clarifying the expansion logic of local government debt and estimating the explicit and implicit debt of 16 cities in Shandong Province,the spatial distribution pattern of local govern-ment debt in 16 cities in Shandong Province is characterized,and effective paths for preventing and resol-ving local government debt are proposed.The research results indicate that:firstly,during the sample in-spection period,the local government debt of 16 cities in Shandong Province showed an upward trend,and regional differences were obvious;Secondly,the siphon effect of borrowing is higher than the radiation effect,resulting in a"high-low"agglomeration pattern of local government debt in 16 cities in Shandong Province;Thirdly,the network correlation and contagion effect of local government debt in 16 cities in Shandong Province are relatively significant,and high attention should be paid to debt network contagion to avoid systemic debt risks.
