National cyber development strategy requires that the young are strong and the country is strong.It is urgent for Chinese network literacy to break through the Western concept of resisting protec-tionism,analytical paradigm and representational paradigm of network media literacy.In the definition of connotation,two basic connotations of essential character and key ability should be established.In charac-ter,we should abide by network ethics and network civilization,realize the unity of network and real per-sonality,and have network adaptability,competence and creativity.Ability to adhere to the network cog-nition first,network skills as a priority,network ethics as the soul,reflecting the times,practical,crea-tive,people and international characteristics.In the assessment research,we should keep up with the cur-rent reform direction of core literacy education,adhere to the line of"unity of knowledge and practice"of network literacy education,draw lessons from the evaluation methods of core literacy assessment,uphold the concept of"evidence-based design",carry out the assessment design of"evidence-based reasoning",and use the combination model to achieve scientific evaluation.In the path of education,we should pay at-tention to the regional differences,class differences and cultural differences in the implementation of net-work literacy education in China.We should start from improving teachers'network literacy,organically integrate network literacy education with digital literacy education,establish a teaching and research com-munity,and carry out curriculum development research and educational action research based on network literacy improvement.Continue to promote the integration of network literacy education in large and small schools.
