Storm Was Coming:China and Japan's Negotiations on the Establishment of Consulates(1927-1936)——also an Analysis of the Establishment of Consulates in Taiwan
Around 1930,China and Japan experienced a crisis of establishment of consulates.In order to protect overseas Chieese,China planned to relocate the Incheon consulate to Chongjin,and set up consulates in Taipei and Tainan.Japan proposed to set up consulates in Maoershan,Taonan and Zhengzhou.Since the Chinese people opposed the establishment of consulates in Maoershan and Taonan,Japan set up many obstacles to China's establishment of consulates.This crisis did not end with China's closure of the Chongjin consulate,but continued to spread,reflecting the tension in Sino-Japanese relations before Japan's full-scale invasion of China.The establishment of China's consulate in Taiwan in 1931 was a historical event in the process of China's national rejuvenation,and it could not be used as a basis to prove the"legitimacy"of Japan's colonial rule over Taiwan.
