From 1947 to 1948,against the backdrop of the liberation of most of the Shandong region,the Nationalist Party Shandong Provincial Government hastily held the"Constitutional National Assembly"elections.Through the examination of the organization of election work,political operations during the election process,and the final election results,there are serious loopholes in the"Constitutional National Assembly"elections in Shandong.The election of the"National Assembly"has actually became a power distribution game for the KMT authorities,and its essence is far from"constitutionalism"and"democracy".The limitations of election work also reflect that in the later stage of the Liberation War,the KMT authorities in Shandong Province had basically lost their grassroots control and mobilization capabilities.
