Development of a project review indicator system for clinical comprehensive evaluation of drugs in Shandong Province based on Delphi method and analytic hierarchy process
Objective An evaluation indicator system for the review work of drug clinical comprehensive evaluation projects in Shandong Province was established based on Delphi method and analytic hierarchy process.Methods A preliminary framework and indicator pool were developed through extensive literature research and group discussions.The consultation using the Delphi method was conducted with 31 experts from government,universities,and medical institutions specialized in drug clinical comprehensive evaluation.Indicator's content was determined based on indicator selection criteria and the feedback of experts.The analytic hierarchy process was then utilized to assign appropriate weights to every indicator,thereby constructing a practical indicator system for reviewing drug clinical comprehensive evaluation projects in Shandong Province.Results After two rounds of expert consultation,a drug clinical comprehensive evaluation project review indicator system was finally established,which included three primary indicators and fifteen corresponding secondary indicators.The positive coefficients for two rounds of expert consultation both exceeded 90%,with authoritative coefficients being 0.85 and 0.83 respectively;Kendall's concordance test was used to analyze experts'opinions,showing consistency among them.Conclusion The project review indicator system for clinical comprehensive evaluation of drugs in Shandong Province constructed using Delphi method and analytic hierarchy process shows good authority and scientificity,which could serve as a valuable reference for the review processes of the projects related with clinical comprehensive evaluation of drugs in various regions.
