Discussion on Support Measures of State-owned Forest Farms to Promote the Collective Forest Tenure Reform
Collective forests have achieved important economic and ecological benefits.However,with the progress in the opening-up and reform and the continuous improvement of the socialist market economy,the collective forest tenure system is challenged by unclear ownership,unclear rights and responsibilities,and unreasonable benefits distribution,all of which have seriously restricted the forestry development and the increase of forest farmers'income in China.In order to resolve the above contradictions,China has implemented the collective forest tenure reform,and adopted the separation of three rights to stimulate the vitality of collective forest management,but the effect still needs to be improved.The paper summarizes the development history and main functions of state-owned forest farms,the progress and the effects of the collective forest tenure reform,and the exploration and the practices of state-owned forest farm to support the collective forest tenure reform.It is held that state-owned forest farms is the core force of forestry development in China,which is closely related to the collective forest areas,and hence,they should play an important role in the collective forest tenure reform.Based on the analysis,this paper analyzes the problems faced by state-owned forest farms to support the collective forest tenure reform,i.e.,difficult implementation of the collective public welfare forest trusteeship subsidy,insufficient assurance of the financial funds,lagging-behind in forest management technology,and constant conflicts and disputes over forest tenure.To promote the collective forest tenure,achieve the actual effects,and promote the sustainable and high-quality development of forestry,the paper proposes measures for state-owned forest farms to support and promote the collective forest tenure reform according to their functions and advantages:1)Improving the policies and regulations relevant to collective forest management;2)Increasing financial support;3)Improving supporting infrastructure;4)Strengthening social services for state-owned forest farms;5)Establishing a reasonable mechanism to distribute profits;and 6)Innovating the management mode of connecting state-owned forest farms and forest farmers.
