Factors Obstructing the Transformation of Forestry Scientific and Technological Achievements:A Case Study of Guangxi Zhuang Autonomous Region
The transformation of scientific and technological achievements holds significantly realistic implications in accelerating scientific and technological progress and fostering economic and social advancement as a means and pathway to promote economic development.Nevertheless,the transformation is constrained and impacted by numerous obstacles.Therefore,based on the data from questionnaire survey,the paper uses the descriptive statistics method to analyze the obstacles to the transformation of forestry scientific and technological achievements,and the policy needs for the transformation are analyzed.The results show that the main factors hindering the transformation include the lack of talents having professional capacity and familiarity with legislation in the field of achievement transformation,deficient rules of quantified income distribution,few valuable achievements that ceuld be transformed,lack of awareness of achievement transformation,and unreasonable orientation of science and technology evaluation.External hindrance factors are mainly incomplete technology and industrial chain,low market acceptance of technology,lack of professional intermediary institutions capable of providing quality services,lack of pilot bases,inability to implement existing policies and poor operability,and insufficient intellectual property protection.On this basis,the paper puts forward the following strategies to promote the transformation of scientific and technological achievements in Guangxi.First,government should provide policy support,including financial support,inclusion of the transformation into government program,provision of the access to government tax incentives,listing them in the government procurement requirement.Secondly,the organization should support the transformation,which mainly includes linking the transformation with the professional title evaluation and with the distribution of income,establishing transformation institutions,and incorporating the transformation into the performance evaluation.
