China's Diplomacy in the New Era and Traditional Li-based Order
This paper summarises the basic characteristics of China's traditional Li-based order by sorting out the manifestation of"Li"(roughly equivalent to"ritual")in the three representative dynasties of China, namely the Western Zhou Dynasty, the Western Han Dynasty and the Northern Song Dynasty. On this basis, this paper analyzed the four representative concepts of China's diplomacy in the new era, mainly the Global Civilization Initiative,in order to help understand that China's diplomacy in the new era is rooted in its traditional Li.The Community of Shared Future for Mankind is the overall goal of China's diplomacy in the new era, which is a practice of Li-based order in the new era.The partnership diplomacy and the Belt and Road Initiative are the two main levers of building a community of shared future for mankind:the former inherits the idea of being respectful and harmonious in China's traditional Li-based order, and the latter can be traced back to the regional expansion of China's traditional Li-based order symbolized by the ancient Silk Road. The Global Civilization Initiative is the cultural practice of a Community of Shared Future for Mankind and an upgraded version of the Belt and Road Initiative in the cultural field. The Initiative is rooted in traditional Chinese culture, especially the Li of the Zhou dynasty. From the perspective of"Daoism"and"manifestation"thinking,it can be seen that the Global Civilization Initiative is the"Dao"of a Community of Shared Future for Mankind, which is the internal logic for the Global Development Initiative and the Global Security Initiative. The Global Civilization Initiative reflects the main characteristics of Chinese civilization,i.e.,the unity of opposites and inclusiveness. This is in stark contrast to the binary oppositional thinking of Christian civilization. The Global Civilization Initiative not only adapts to the universal demand for equality in the new era,but also embodies the more inclusive nature of Chinese civilization than that of the Christian civilization.
