The Middle Powers Association of MIKTA:Genetic Mechanism,Functional Attributes,and Behavioral Intentions
The middle power association of MIKTA(Mexico,Indonesia,Korea,Turkey,and Australia),is a spontaneous cooperation mechanism based on the vision of the member countries with common interest,which cherish the same ideals,follow the same path,and hold similar stance.At present,MIKTA not only provides opportunities for middle powers to influence the global economic agenda and global governance arrangements,but also promotes the G20 mechanism toward a tripartite pattern of G7,BRICS,and MIKTA.Thus it has yielded stronger influence in global governance cooperation on behalf of small and middle powers.As a multilateral cooperation mechanism spared from the dominant role of major powers,spontaneously and consciously organised by middle powers throughout the process,MIKTA has been established in the context of the relative decentralisation of global power and the trend of informal development of the cooperation process,which led to the inclusive multilateralism by the third wave of complex middle powers.Since its establishment,MIKTA has played an important role in maintaining the rules-based multilateral cooperation system,exploring ways to counter the rise of terrorism and protectionism,supporting inclusive trade and investment arrangements,promoting the reform of international energy governance,and strengthening global cooperation on climate change and global public health,etc.MIKTA has repeatedly contributed to the resolution of sensitive issues such as regional conflicts and hot-spot disputes by playing a constructive role and speaking out collectively.It can be argued that MIKTA has become a new international normative force with increasing discourse and influence.
