The Realistic Logic and Practical Rationality of Bridging the Digital Divide in the Global South
The digital divide represents not only a gap in technological access,but also a gap in the ability to use digital technology,in its efficiency and ultimately in its benefits.In recent years,under the unbalanced digital regulation led by the United States and the West,the countries of the South have not been able to enjoy the dividends of digital development,instead,they have been excluded by the information barriers long erected by the developed countries.In response,the international community has increased its attention on institutional provision for digital governance.Assessing the current global digital divide between the North and the South and its multiple manifestations,it is clear that developing countries suffer from both qualitative and quantitative deficits,and that the problem of access to technology and services needs to be addressed more urgently than the problem of resource utilization.At the same time,the digitisation capacity of the major powers of the South has increased sharply.In this context,China has contributed its wisdom to help the global South break the digital hegemony of the West and bridge the digital divide.The high-quality co-construction of the Digital Silk Road,through the effective provision of relevant public goods,aims to enhance technology transfer and sharing,improve local livelihoods and share digital achievements,so that the global South can truly benefit from digital development.Among them,Latin American countries,which have significant advantages in terms of development conditions,market choices,and institutional arrangement,are building a model of South-South cooperation with China that takes into account both equity and benefits.
