The theory of law in the new era is the distillation of Marxist historical materialism and the thought of people first in Chinese legal traditional of culture.It is rooted in the socialist soil of the new era and always adheres to the political stand of relying on the people,for or serving the people.So in the new era the theory of rule takes the people first as its initial mission,the protection of people's rights and interests as its fundamental purpose,and the free and all-round development of people as its goal.The way to realize the popular character of the theory of rule is as follows:to put the people first in legislation,to bear in mind the purpose of serving the people in law en-forcement,to adhere to the principle of people first in justice,and to observe the law to show that everyone is equal before the law in the new era.
