新时代高校宪法权威教育的意蕴、挑战与路径

中国特色社会主义宪法权威赓续于中华法系的优秀传统、发展于马克思主义法学的理论根基、确认于中国共产党依法执政的政治引领、立足于中国特色社会主义法治实践.宪法权威教育是宪法权威生成的基本渠道,必然也必须成为国民教育体系的核心主题之一.高校作为大学生完成政治社会化的终端载体,必须将宪法权威教育放在推动全面依法治国、培养合格公民和促进人的全面发展的高度,充分发挥其"主渠道"作用.具象来看,塑造大学生宪法权威观仍然面临去中心化带来的认知不足、非专业性导致的知识短板、多维冲突形成的价值缺位和法治实践背离造成的认同偏差等多重挑战.要迎接挑战、走出困境,高校必须建构宪法权威教育的话语体系、教材体系、教学体系和实践体系.
The Implications,Challenges,and Paths of Constitutional Authority Education in Universities in the New Era
The authority of China's socialist Constitution with Chinese characteristics continues from the excellent tradition of the Chinese legal system,develops from the theoretical foundation of Marxist jurisprudence,recognizes the political leadership of the Communist Party of China in governing the country in accordance with the law,and is rooted in the practice of the rule of law in socialism with Chinese characteristics.Constitutional authority education serves as the fundamental avenue for cultivat-ing constitutional authority and should be integrated as one of the key components of the national education system.As the final platform for college students to fulfill their political and social development,universities must integrate constitutional authority education into the advancement of comprehensive governance in accordance with the law,the cultivation of responsible citizens,and the promotion of holistic individual development,fully embracing their role as the primary channel.Specifically,shaping college students'perception of constitutional authority encounters various challenges including inadequate understanding due to decentralization,knowledge gaps resulting from lack of expertise,value deficits caused by dimensional conflicting values,and identity deviations caused by departure from the practice of the rule of law.To address these challenges and surmount the obsta-cles,universities need to establish a discourse system,textbook system,teaching system,and practical system for constitutional authority education.
