The Third Plenary Session of the 20th CPC Central Committee clearly pointed out that the Party's leadership is the fundamental guarantee for further comprehensively deepening reform and promoting Chinese modernization,and made special arrangements for deepening the reform in the institutions for Party building.The Communist Party of China has always attached importance to the construction of the Party's system,and its practice and exploration have run through the course of the struggle in the past hundred years.Since reform and opening up,the Communist Party of China has made great efforts to exercise institutional governance over the Party.In particular,since the 18th CPC National Congress,the CPC has clearly put forward the major concept of governing the Party by institutions and in accordance with regulations,and made a series of major achievements in the institutional reform of Party building.The practice of the Communist Party of China to promote the system of Party governance has acquired a lot of valuable experience and enlightenment:constantly promoting the Marx-ist political Party theory adapting to the Chinese context and the needs of times;adhering to the problem-oriented and systematic concept and constantly promoting the construction of intra-Party laws and regulations;in the com-bination of top-level design and practical exploration,scientifically building the Party's laws and regulations sys-tem;while using the Party's own transformation to steer social transformation,constantly deepening the under-standing of the rules of institutional Party governance.
