Survey on the Participation of Social Service Providers in Home-and Community-Based Eldercare:Problems and Response Strategies
To understand the characteristics,advantages,challenges and policy demands faced by social service agencies in terms of home-and community-based eldercare service provision,a survey was conducted on 241 social service providers in 19 provinces and cities including Beijing and Shanghai.The survey indicates that social service agencies in China are highly professional in eldercare services and exhibit distinct public welfare attributes.Those agencies in urban and rural communities primarily serve older people with special difficulties and provide them with diversified services,especially psychological comfort,social support and mental health improvement.However,those agencies also face bottlenecks such as insufficient endogenous driving force,lack of public credibility and professionalism,weak collaborative abilities,decoupling between service supply and demand,along with a shortage of funding and resources.It is suggested that targeted policy support be provided to establish social service agencies in urban and rural communities,and their service providing and resource mobilizing capabilities be strengthened.By improving supply and demand alignment,we can offer a more diversified and multi-tiered quality health care service for older adults.
